The Philippines is ranked 29th for mobile network excellence, behind Malaysia (11th place), Vietnam (16th place), Indonesia (23rd place), and Thailand (24th place), a report from Opensignal said.
The Philippines also placed 42nd among large land mass countries in 4G download speed category, behind all other nations in the Index from the East Asia and Pacific region except Mongolia, Laos and Papua New Guinea.
The report further said the country placed 36th for Excellent Consistent Quality. This metric evaluates how reliably networks support demanding applications such as video streaming, video calls, and gaming, ensuring a seamless user experience.
The Opensignal report further said Denmark leads in digital transformation and 5G deployment, ranking 1st in the UN E-Government Development Index 2024 and 4th in ITU’s infrastructure index.
Its success is attributed to coverage-linked spectrum licensing, strategic spectrum allocation, and a coordinated national digital strategy, leveraging its favorable geography.
South Korea excels in 5G adoption through mandated base station deployment, private sector investment incentives, and a comprehensive digital strategy focusing on future networks like 6G.
Nordic countries (Finland, Norway, and Sweden) demonstrate strong 5G progress via efficient spectrum refarming, rural network-sharing models, and long-term spectrum licensing, overcoming geographic challenges.
Their coordinated digital strategies and focus on e-government further bolster their rankings.

Success stories
North Macedonia tops upper middle-income countries in Q4 2024, driven by its comprehensive National ICT Strategy and aggressive 5G rollout targets, aiming for nationwide 5G access by 2029. The country’s two operators, Makedonski Telekom and A1, have rapidly deployed 5G, with Telekom claiming 85% population coverage.
Vietnam leads large land-mass middle-income nations, bolstered by its “Digital Infrastructure Strategy 2025-2030.” Successful spectrum auctions have significantly increased mid-band spectrum, and state-led investment by operators like Viettel, MobiFone, and VinaPhone facilitates rapid, cost-effective infrastructure deployment. Vietnam’s e-government services have also seen significant improvement, reflected in its rise in the UN E-Government Development Index.
India, ranking second among lower middle-income markets, showcases remarkable digital transformation through its Digital India strategy and Digital Public Infrastructure. With nearly 1.2 billion mobile users and widespread 5G availability, India has become the second-largest 5G handset market globally. Market consolidation, spurred by government policies and Reliance Jio’s disruptive entry, has strengthened the telecom sector and driven increased digital service adoption.
