Specifically, South Korea claimed the #1 overall ranking, driven by very strong 5G download speeds and improvements in Excellent Consistent Quality (ECQ)

How fast?
According to the latest data, South Korea’s typical 5G download speeds range between 400 to 450 Mbps, making it the fastest among all countries analyzed.
Meanwhile, its 4G networks also perform impressively, offering download speeds of 60 to 80 Mbps — far exceeding global averages.
These speeds allow users in South Korea to enjoy seamless 4K video streaming, lightning-fast downloads, and highly responsive cloud gaming, even on the move. A full HD movie, for instance, can be downloaded in under a minute on a typical 5G connection.
The country’s leadership is not just about raw speed. South Korea also showed significant improvement in Excellent Consistent Quality (ECQ), a measure of how reliably mobile networks support demanding activities like video calls, online gaming, and HD streaming without interruptions. This balance between ultra-fast speeds and consistent quality helped South Korea clinch the #1 spot globally.
Key factors behind South Korea’s success include its aggressive nationwide 5G rollout, significant investment in network infrastructure, and strong consumer demand for high-performance mobile services. As other nations continue to expand their 5G networks, South Korea remains the benchmark for mobile internet excellence — combining speed, coverage, and quality to set a global standard.
South Korea has historically been a global leader in mobile network technology, and this latest data reinforces its position at the very top for both speed and network excellence.
The Top 5
South Korea is in 1st place, followed by Finland in 2nd. Finland remains the leader among the large land area markets – thanks to its outstanding ECQ and speed metrics. Denmark slips to 3rd after declines in 5G rank and speed. Among large land area markets, Finland, Norway, and Sweden retain their top positions, with Australia and Japan advancing to 4th and 5th, respectively.
In small land area markets, South Korea overtakes Denmark for the #1 position, while Iceland and Singapore climb the ranks, with their 4G and 5G network speed improvements.
Where does the Philippines rank?
The Philippines meanwhile has slipped down the global leaderboard, falling four places to 75th overall in terms of mobile experience, OpenSignal indicated.
Opensignal’s Global Network Excellence Index – Q1 2025 update also revealed that the Philippines is behind all other analyzed markets within the Asia-Pacific region, except for Laos, Myanmar and Papua New Guinea.
Notably, the Philippines’ ranking for Excellent Consistent Quality also slipped, falling by two places to 87th globally, OpenSignal said.
This metric evaluates how consistently networks support demanding applications such as video streaming, video calls, and gaming, ensuring a seamless user experience.
