DICT and Google join forces to fight online misinformation in PH

In a powerful display of public-private collaboration, the Department of Information and Communications Technology (DICT) and tech giant Google have renewed their joint commitment to combat online disinformation, misinformation, and coordinated fake news operations that threaten public trust and national sovereignty.

The renewed partnership, announced this week, underscores a shared recognition of the increasingly critical role digital platforms play in shaping public discourse—and the dangers posed when those platforms are exploited to manipulate truth.

“This is not just a fight for truth—it’s a fight to protect our democracy,” said DICT Secretary Ivan John Uy. “Through our partnership with Google, we are reinforcing our duty to make digital platforms safer and more trustworthy for all Filipinos.”

A united front against digital falsehoods

Both DICT and Google emphasized that the fight against fake news requires a “whole-of-society” approach, involving not just government agencies but also tech companies, media organizations, civil society, and the public. The goal: to curb the spread of content that undermines democratic processes, endangers public health, and distorts facts related to the country’s territorial integrity.

“We are committed to upholding the integrity of information online,” said Mervin Wenke, Head of Communications and Public Affairs at Google Philippines. “Our responsibility as a platform includes preventing harm, and that means working closely with governments like the DICT to ensure harmful content is addressed effectively.”

Enhanced tools and coordination

As part of the agreement, Google will bolster its existing content moderation practices by enhancing the use of artificial intelligence, human reviewers, and updated enforcement of global content policies, including the YouTube Community Guidelines.

On the government side, DICT’s Cybercrime Investigation and Coordinating Center (CICC) will serve as the lead agency in establishing a rapid coordination mechanism with Google. This channel will allow the DICT to swiftly flag content that potentially violates local laws or community standards.

Digital literacy as a frontline defense

Recognizing that combating disinformation also requires an informed citizenry, both parties are placing strong emphasis on public education. Google will provide support for DICT’s Digital Bayanihan initiative, which aims to equip Filipinos with critical thinking skills and tools to identify and avoid misleading online content.

“Empowering users is just as important as moderating content,” Wenke added. “Through media literacy and digital skills training, we hope to build long-term resilience against disinformation.”

A model for responsible digital governance

The partnership reflects a growing global trend where governments and tech companies work hand-in-hand to preserve information integrity while respecting free expression.

“This is about responsible digital governance,” Uy concluded. “Our collaboration with Google sends a strong signal that we are serious about protecting our people from digital threats while enabling innovation to thrive.”
