The Asian Development Bank (ADB) has approved a $400 million policy-based loan to boost the digitalization and modernization of the Philippines’ insurance industry.
The funding supports comprehensive reforms aimed at raising the efficiency, resilience, and consumer focus of the sector through cutting-edge digital technologies and climate finance measures, the ADB in a press release said.
This initiative marks ADB’s first dedicated insurance reform program in the country, in partnership with the Insurance Commission. The program will roll out in three sequenced subprograms with digitalization as a core focus—modernizing regulatory frameworks and improving the accessibility and operations of insurance services through technology.
The goal is to make the insurance sector more efficient, technologically advanced, and inclusive to better serve Filipino consumers and strengthen long-term financial protection.ADB emphasized that these reforms will also help build the industry’s capacity to channel long-term credit into critical infrastructure projects, strengthening the sector’s role in national economic growth and climate resilience.
This program complements ADB’s ongoing efforts to enhance disaster, agriculture, and health insurance schemes, providing a vital shield against climate and economic shocks.

The reforms also aim to promote greater financial inclusion and consumer protection, making insurance services more accessible across the country.
